Google penalty after change in site design?

I recently change my site design (i would say 70% changes to the design and html code), few days later all my ranking was drop all the way to page 7 and some page 9 and some even page 11.

But then some of the keywords like 2 words or 3 words keyword start to rank back to first page but not as high as previously, the rest just seems stay all the way at the back and does not move at all.

I search for my domain name (ex: domain - still showing number 1 for my domainname.com , when i search domain.com - still showing no.1) + it show sitelinks too.

So here is my questions, is this consider penalty like i read from other post penalty -50, -60 or others?

How would i know if this consdier penalty by Google or not by giving my story above?

Since you are SEO already, here’s some food for thought..

Did you change the URL structure in the process?

Did you change any page titles / internal linking structure during the process?

Did you lose any quality backlink/s recently ?

What does your GWC says about crawl errors ?

Did you change the URL structure in the process? - NO

Did you change any page titles / internal linking structure during the process? - I CHANGE the META: Title, Description and Keywords, not link structure, just MAIN PAGE DESIGN but it involved HTML change (i would say 70 - 80% changed)

Did you lose any quality backlink/s recently ? - NO, stay the same nothing happen

What does your GWC says about crawl errors ? - DOES NOT INDICATE any errors.

So could this be a penalty? but some keywords rank in the first page of Google. but many drop all the way back some page 11 , some page 7, some page 3 and stay there just (up & down in that page like roller coaster)

Are you using a cms template?
Are you sure your new html doesn't make excessive (or spammy) use of alt and title elements for images, links, etc?

Most like the drop is related to the change in Meta's that you made.

I would say you should wait for a week or so.

Keywords - Google ignores that

Description - not very important for ranking, but can help a lot with click through

Title - it's not really a meta tag, but it is probably THE MOST IMPORTANT on-page element for ranking. Tweaking, especially on a wide scale, has been known to cause all kinds of ranking issues.

Guys, here what happen

1. Yes i did change the META and its been a month now still not improve on ranking ,yes some of them go up but most of them go down. Will this consider new site to Google once you have make all this changes?

2. Is not CMS template, its the template that we build from scratch.

3. What i need to know if this consider penalty, if so why would i still see :
- Site Links
- site:www.domain.com (still showing)
- similar/related:www.domain.com (still showing)
- some ranking still rank on the first page of Google

Do you track the number of page index prior make change and after that you can see the crawler performance to crawl your site, the site navigation and structure of design is matter which you also change the code as well?
