Are backlinks from all pages of a website considered black hat SEO?

let us say I have way to get back links in footer of all pages from some sites, like a link to script or a devloper
is this a black hat seo and may considered paid links?

I have a bad experience when added al ink of a new website to an old pr 4 blog (all pages), the blog was penalized !

many say google or SE want related links only nott just links

so backlinks from all pages cosidered black hat ?

happens a lot when you get organic links from blogs, where the links are in a link list and on every page. Would be strange if google would label that blackhat in itself, what can a webmasters do about it when bloggers link to you?

I guess it's more the overall backlink profile that could raise a flag here and there?

It depends on what your particular way is... and, as Front suggests, what your overall backlink profile looks like, how natural it looks, what the rate of link acquisition has been, etc, etc.

In general, global links from a site are an indication that there's some kind of special relationship between the linking site and the destination site, and too many such links are likely to raise some sort of flag.

Traditional developer links are a normal part of the web ecology, but they're not likely to count for a whole lot more than would one link from the linking site. Blogroll links, IMO, are likely to be more suspect, but not everyone agrees. Again, Google looks at a combination of factors in assessing such links.

Matt Cutts has explicitly warned against sponsored links in Wordpress themes (and I'd assume also sponsored links in widgets, calculators, etc). See this discussion for further details and a link to Matt's comments....
