How to find out whether your domain is penalized (before)?

Imagine if a domain is penalized. And now again Google started indexing the sites..
Whether there is a way to find out the penalization history of the particular site ?

Whether we can see the history of Google index data?

Since Google does not tell us if their is a penalty most the time that would be hard to do. There are a lot of people that think they have penalties when they don't.
