Best and worst ways to link?

From what I gather the following link is the ultimate in terms of value:

*Link with KWs in anchor text on a highish PR page from a relevant page on a relevant site with the KWs in the title.
*The link will also be in a body of text.
*One way, not reciprocal
*The site will be preferably hosted on a separate network and completely independent of your site.

Did I miss anything?!

Conversely, the worst possible link (assuming it is not JS or nofollow) would be a reciprocal link from a links page with 100s of other links on.
Assuming the site is not relevant is this kind of link worth anything at all?

I guess that's 2 questions really. The first one is more important though

Only a smidgen I'd say. Even worse is a link from a "bad neighborhood" page. But there's some value, even if it's extremely minimal, to having a new back link show up for Google every so often.

On a page where there are other relevant links pointed directly at that specific page, in addition to the home page of that website.

Neither the link's anchor text nor the text surrounding the link should fall into a pattern that suggests to Google that the link is not a freely given and naturally occurring link.
