That letter means, don't call us we'll call you now get lost. That's Google's mentality these days.
Bing and Yahoo have picked up my new site and like it.
So, even though I did NOTHING other than buy the domain that had been dead for over a year, Google still has a penalty on it.
Don't hold your breath for Google to do anything.

arizonadude, did you explain that you just purchased this domain to Google? In my experience Google will usually set everything back to zero and give a new domain owner a chance to build afresh - if they have the information at hand. I've had several positive experiences in that way.
