I was typing "wordpress plugins" in the Google.com search bar in Safari and noticed that instead of the 'normal' suggestions of alternate queries an actual web page result (Blue title text with green link below) was displayed at the top of the list of suggestions. Is this new or was this part of the search bar getting bigger already?

It does it in FireFox too.

I typed in "American Medical Association" and it produced a link. So did "white house website," "chicago tribune". So it's .org, .com's, and .gov's.

When I typed in my specific (unique) domain name I did not get the effect.

Links started showing up in Google's suggestions back in June (reference thread [webmasterworld.com]) when the Google Blog called "navigational suggestions. My impression is that more are showing up in recent days.

It's almost like an instant "I'm Feeling Lucky" button. I never really liked the I'm Feeling Lucky button and right now don't really like this feature either. Eric Schmidt said that Google's goal is to find you the 'one right answer' - maybe this is a way for them to try to do that.
Trying to imagine benefits to Google for doing this beyond the desire to provide the 'one' right answer. I imagine they save on bandwidth if someone uses this feature - but then again they lose out on the opportunity to show ads. Hmm, wonder how long until ads show up in that list.

It is a quick way to see if a domain is in the index. You don't even need to do the search, just look at the Suggestion. If there is a link, that's a definite "yes" although the reverse is not true.

This is probably a sign of just how many people type URLs into the search box.
