Pagerank and PDFs

Does anyone here know or have a theory on how Pagerank is passed from .pdfs.

Is it on a per page basis or per document. I noticed a competitor recently that has many backlinks showing on Yahoo Site-Explorer that are one per page from a multipage .pdf file.

Not every PDF is set up so that links to individual pages work - I think that capability appeared in Acrobat version 7, and it is not available in some of the other software that can generate a PDF file. HTML links to particular pages are formed by using the "#" fragment identifier which has not historically been involved in PR calculations.

Also, many PDF documents have important links on the very last page, in footnote references, for instance. In light of all of this, it seems unlikely to me that PageRank transfer would be influenced by what particular page a link appears on.

My working assumption is that the entire PDF document is the URL and only a URL accrues PR.
