will a page that is not indexed still pass on any link juice or authority to the site linked to?

It depends on why it's not indexed and whether it has any inbound links.

Pages with the noindex robots meta tag won't be indexed but can accumulate PageRank. If you include "follow" in the value of your content attribute, the page will also pass that PageRank....

Yes. I believe it even has Matt Cutts' specific blessing.

Yes, the above meta robots would pass the link juice without indexing
