Keyword Lists in H2 - considered stuffing?

For example in forums, if thread named : SEO your website now
so the H1 will be the title
I thought of applying H2 as keywords , by giving the thread tags the H2
for example above
<h1>SEO your website now</h1>
<h2>SEO, SERPs, website, easy, tips, tricks</h2>

is this considered stuffing?

It's not the purpose of an H2 element in the W3C spec - so in that way it's an abuse of mark-up. H2 is supposed to be a subheading, a grammatical phrase that describes the subsection of the page that occurs beneath it, with reference only until the next H2 element appears.

Whether or not you get penalized for keyword stuffing would depend, I think, on other elements of the page. That said, I don't know that it would give you much benefit either. If you do the experiment, I'd definitely advise that you try it on a small scale first. It would be like adding a tag cloud to a page, but making every keyword in the cloud an H2.

I'm pretty much with tedster here... I think, unless you have significant text under your H1 you might cause issues and would personally, probably opt for something to the effect of:

<h1>SEO your website now</h1>
<p><a href="#SEO_Information>SEO</a> ¦ <a href="#SERPs>SERPs</a></p>

With the anchor links allowing easy navigation of the main text within the H1.

I think you are much better off ranking wise supporting the general (H1) topic with the H2 tag on the page. Thinking in the mindset of a well organized website, with site, category and page-level topics and sections 'supporting' each other will usually keep you safe, and promote good organic positioning, while stuff those tags with inaccurate date doesn't help the user, doesn't help your page to be organized, and can add up to problems when there are other 'problematic' elements on the page.
