How to get a high PR without paying

Hello, I'm sure this topic has been discussed a countless number of times (I've been searching through the forums for those topics), however if I just created a new website and it just started popping up on google today (have to type in the exact name though) what is the fastest and easiest way to improve the pr of my site? Right now the pr is 0, and if I search the domain name it links to one of the subdomains in it, lol.
Will posting my links in forums work at all? I visit a lot of forums so would this help at all?

Get one link with more PR than you and you will have higher PR. Of course PR does not mean much. It really does not mean much when your method is to find the cheapest and easiest way.

In today's times, perhaps the Title of the post would be - How to get high PR by paying?

Google has got smarter in identifying paid links, where the links are present only for the sake of PR. Your best bet would be in getting your site listed/mentioned in all such places where your target audience is likely to frequent, forum or otherwise.
