Does Google not update certain niches as often?

I google "Free Widget" and this search term brings in about 30% of my 4k daily traffic according to analytics. The 2nd result is this site that has been there forever now.

The problem with it is, the site has been suspended by it's host for over a year O_O (possibly longer). Yet it's still #2 on the SERPS. There's no content or anything.

Why is it sitting there? I reported it like 5 times...(i know not much) but still why such a high ranking for a site that doesn't even have any content

Google spiders and updates a lot more than once a year - although they do work to keep some areas (news sites, blogs) frsher than others.

The high ranking you are seeing may come from "backlinks + title" and that's all that's needed. Maybe even "backlinks + keyword in URL".

Have you checked Google's cached version of the page?

It may not be returning a 404, the suspension page may be a 200 - that plus backlinks may be enough.
I've seen blank pages ranking, purely on backlinks + sometimes domain keywords in the past.

I would expect a proper 404 to drop it out of the index, no matter how good the backlinks, once recrawled

The site in particlar has the "widget" in the domain and the page title, but now the word "free"

Yup, last time it was crawled was on the 11th. Also it has 99 backlinks...It might be because of aboutus.org. It got's like 50 backlinks from there.
