Position three better than two

Recently my site has been yo-yo-ing between position two and three. Surprisingly though, position three seems to be yielding a higher amount of visitors. Visitor counts are especially high on days when G decides to display a set of image results between the second and third position. Even though this further pushes my listing down the page, I guess the images attract much wanted attention.

Given that position one is nearly unattainable (its a government informational site,a true linkmagnet), should I start optimizing for position three now? I would hereby like to coin the term SED, or Search Engine Deoptimization.

I can definitely see how Universal Search posiitons will skew click volumes, compared to a "straight" list of results. Problem is you can't be sure what position, if any, Google will use for the Universal Search or blended result - so you can't really "target" any particular spot.
