Do all de optimisation reversals [ or reverals of unsubstantiated tests ] return sites to their pre existing positions or does Google re evaluate the situation and adjust the rankings differently ?

It depends on what "optimization" step was reversed - that one word can cover a multitude of actions. Google evaluates each situation and sometimes the return of previous rankings is gradual and step-wise rather than immediate.

If there are too many problematic actions over time, then a site may well get on a kind of watch list. A site's history is definitely recorded and referred to in the future.

Another factor is the level of forward work done on a domain after a reversal has happened. Far too many webmasters begin work again even though there are not clear, distinguished signs of a full renewal of trust on the domain. With the exception of building editorial authority links to the website and building more unique content, it is often wise to let those types of websites 'catch their breath'.

Kinda like eating salt and vinegar chips just after biting your inner lip.
