No PageRank on subpages but homepage holds strong PR4

Regardless if you use nofollow or follow links, what is your advice for sharing page value across website pages? I am trying to get PageRank and increase crawl rate for subpages on my website. The homepage is a strong PR4 and get traffic, but subpages are having difficulty ... what do you suggest?

I've tried a number of things, but I want to get a general consensus of what is most important! Thanks.

You need to check that you still get traffic directly to those page from organic or not, also checking about cache page. You can not rely on just Pagerank figure. Some page is not getting page rank but you already got Serps, there is no problem at all.
