page creation date, PageRank, and original content

Hi, does google take in effect the date a page is created? Like for example I created a page with content on it, and my competitor creates a page 5 days later and copy's the content I created on his page?

I noticed on SERPS, when I search for the content I create I'm #5 and he is #3. But he has my stolen stuff.

Also he has a Pr5 and I have a pr4. I noticed that if you have a higher PR and you get content stolen from a lower PR 4 site, you will always be higher in SERPS. Base on what I seen...not sure about other sites.

And yea I plan on reporting his page/site to the google adsense team.
