Google is now acknowledging by email that a reconsideration request has been received :

SagarK If your site starts showing up in the index after you get the confirmation message, your request was approved. However, if you are still having issues there is a good chance you are still in violation of our guidelines. See Here [google.com]

[according to the blog post...] The email message says :

Subject: We've processed your reconsideration request for [mywebsite.com]

We received a request from a site owner to reconsider how we index the following site: [mywebsite.com].

We've now reviewed your site. When we review a site, we check to see if it's in violation of our Webmaster Guidelines.

If we don't find any problems, we'll reconsider our indexing of your site. If your site still doesn't appear in our search results, check our Help Center for steps you can take.

Is this step in the right direction , or do webmaster's feel there needs to be a greater level of communication ?

Interesting. My website is barred in the websearch by the 'strict safesearch' feature and barred in the image search by the 'standard safesearch', even though it's a totally clean family safe site. I've checked everything about my website and it's clean.

All efforts to have this very unfair filtration of my website lifted have been fruitless and I've been trying to fix this problem for two or more years, with absolutely no response or acknowledgement from Google... Maybe it's time to try again.

... but to answer your question about 'better communication'...

I've been running around in circles for years trying to figure out what is so unsafe about my website. I feel like Google are watching me like I'm a lab rat, to see if I can figure out where the food is.

It's no laughing matter, this is my livelihood and Google are the most successful search engine. If I can't see what the issue is, I should be given some kind of guidance from them... even if it's just a hint to nudge me in the right direction.

Instead, just a blank wall aloof silence. I need to be told what's wrong with my website because I'll be darned if I can find anything.

I submitted another re-inclusion request at the time of the above post and I've already had notification of the review... so I can confirm this is occurring.

Nevertheless, my website is still filtered by safesearch.

Has anyone started using the Bing Webmaster Center yet?...
Right from the moment you register, you are asked the following question...

If you would like Bing to contact you if we encounter specific issues with your site, enter your email below.

Wake up Google.

Google is slowly but surely falling behind the curve.....many of its new tools and features seem to be of lesser caliber, as if they are delegating these projects to their summer help. Nothing lasts forever. Google's pre-eminence will weaken in this coming year....what they decide to do about it, will dictate their future fortune. Watch out for MSFT...they are on the move (up) !
