I'm seeing it too, and there's lots of "discussion" (if that's the word) about it on Twitter as well.
It's likely we'll learn eventually what the problem was. Hard to guess about it, though.

On my end it seems like it's back up but running very slowly. What's strange is I know people at Google and they know nothing about what's going on right now and they usually know EVERYTHING that's going on!
