I've been losing PR every few months, down to 4 all the way from 7 two years back. I don't feel comfortable buying text link ads as I feel this might somehow get me in trouble with Google.
What is the best (as natural as possible) way to gain PR?

PR comes from freely given (also called editorial) links in the content area of a strong site and page. So the best way to get that kind of link is to have something really awesome in your content - and also to make sure that the word gets out about your awesome thing through networking of any kind (online or offline), press releases about it, and so on.
