Low risk redirect strategy management for large sites

We need to replace 30k URL's with identical content, then add around 10k of completely new content. The total site size will consist of around 50k URL's.
What are the best options / strategy for large sites to reduce indexing and ranking problems ?

We had the similar issue where, owing to 4 different parameters in URL that could each be sorted asc and desc + could come in any order within URL, the site ended up with over 20K URL's with almost identical content, some of it just in a different sort order. We have implemented 301 redirect from the module itself (i.e. not through htaccess) to resolve to URLs we wanted and ensured that the links on the site do not point to pages being redirected. It took about 2 months for Google to slowly drop the duplicates from its index. The ranking did not suffer and Google crawl rate improved as it dropped more and more duplicate pages from its index.
