Is Google getting more frugal indexing pages

Most sites will not have all of their pages indexed. Google Webmastertools > Sitemap details

Is this getting more difficult and what can be done beyond the spiel in the WMT guidelines ?

I'd say the bar is constantly being raised, and it has been for years as the size of the web itself mushrooms. We've discussed the following factors quite a bit on the forum:

1. Backlinks and PR
2. Site architecture that circulates #1 effectively
3. Unique titles
4. Unique meta descriptions
5. Unique content

I still find that if you get these areas right, you can get most of your urls in the index.
