Dumb question: I have page copy which lists a URL that is not a hyperlink. That won't pass PageRank, will it?

No, it takes a link to vote PageRank from one url to another. In some edge cases (form-based navigation in particular) Google will create a virtual link on their back and and that will pass PR.
However, spokespeople from Google have confirmed several times, a url that appears as text-only does not get added to their webgraph to spread any kind of "link juice", not even with a dampened effect.
