Google Image Search - API? parsing?

I'm wondering how to do this, or even if its "legal". This has been mentioned before here, but the conclusions weren't clear.

Is there a way to get image url's for random results (or thumbnails) of a google image search? I'm thinking google doesn't allow parsing the image result page. Has anyone seen something like this?
