Using same template for second website - duplicate problem?

I am about to upload a second website same template , same css but different text and different topic can it be an issue for seo to use the same template or no ? is it going to be considered duplicate content ?

No problem - the text is the content, not the template.

Just think about all these blogs using templates, if that was to be a problem, then none of them (or just one) would be ranking.
