I notices some of my pages were copied and had duplicate content, which would explain some pages being PR0 - Ive contacted those webmasters and told them to remove my content.
This doesn't explain why other pages that don't have duplicate content are PR 0
Does anybody have any ideas why this would be the case?
I use copyscape to verify unique content.

And then... Google simply manipulates PR (especially toolbar PR) in ways that are not always clear. For example, sometimes backlinks have their value taken away or at least diminished, and that lowers real PR for the target page.
Another example, sometimes a page is given an apparent PR0 which is really gray toolbar - and that means "no data", not true "between 0 and 1" PR0. Google hands that one out a lot of the time to pages that are heavy on links and thin on content.
