Google Minus Penalties and 'country code' Google results

If you are subject to a minus penalty from Google does that penalty apply absolutely to all the regional Googles or does the penalty just apply to the main index before any regional filters are applied ?

For example if you are in position 51 in google.com because of a penalty, will you also be in 51 in google.co.uk or will you move up when the non-uk sites are removed from the SERPS.

I know I'm penalized for some keywords in my country's google serps while I rank at #1 spot for the same keywords on google.com or google.co.uk.
