marquee width=1 used for a google spam

i have seen, some seoer add "<marquee width=1 height=5 scrollamount=10000>seoer's sites links</marquee>", to other no-relative sites.

but google still give these seoer's sites high pr value, even pr to 6 in this google dance.

for example: one domain name have applicated four months, but pr is 6 now.

This may be one technique that flies under the radar - as do frankly, many text-hiding techniques. If it's large-scale enough, Google are likely to do something about it. Otherwise, if you control (i.e. can edit) a large volume of sites, you obviously have a lot of resources at your disposal to manipulate Google results - be that in a way which is contrary to Google's guidelines or otherwise.

I'd also ignore the toolbar PR unless this is turning into rankings and traffic.

Of course, should you wish to, you could also report this to Google via the methods referenced in the forum charter [webmasterworld.com].

i hate this, it manipulate Google serp scurvily.
