Google keeps switching which page it's ranking from site

Google keeps switching (every few weeks) which page it ranks for a single commercial phrase (over 7million searches per month).

When Google ranks my homepage in the results it ranks at No.132

When Google ranks my inner page (the one that has more information on that phrase) in the results it ranks at No.47

Based on a similarly built/marketing site I own, the inner page should be somewhere in the top 20 by now after six months work but it is quite stagnant even though everything around me changes.

Surely if the inner page is obviously better then Google should rank it constantly and not keep switching back and forth?

Google has been doing this for quite a while in my areas since the introduction of Universal Search and it is a major pain. It’s especially bad on sites that deal with one subject area because there is a natural redundancy on some pages especially on some commerce sites. In other words the pages have to be so unique they don’t trip over one another. A few phrases can set this into play. In my areas spammers have long sniffed this and flooded the area with one strong page on the subject but the rest of the site is usually a variety of subjects. You can dilute the keyword density or optimization but it looks like various DC’s are carrying different filters so that can backfire. You can also run more links to the page you want ranked. Do you think any whois or even minor interlinking is in play?

Not sure what you mean by that?
