When did Google start mentioning DMCA removal in serps?

In a recent discussion someone asked where they could watch a <copyrighted TV show> on the internet. I knew that it would be an illegal broadcast and I knew they did exist somewhere. So I googled it.

At the bottom of the SERP was this note:

In response to a complaint we received under the US Digital Millennium Copyright Act, we have removed 1 result(s) from this page. If you wish, you may read the DMCA complaint that caused the removal(s) at illegalsite.org.

Obviously I removed the site, but they displayed it and if I wanted I could just go there anyways. So its kind of defeats the purpose.

when did this start?

Years ago, though I am not sure how many. But it isn't new.
