How long till Google values changes in code?

Hello! I have 2 sites, but I think its the same problem:

On one page, my hosting company did something with the server which made the my index-page disappear and did show a page with had a javascript-redirect to a hosting-company search-form.

On another page, a friend of mine thought it would be a good idea not to delete a part of the text but to hide it with an invisible div ("I just kept it for later use...")

Both sites are not in the google-index anymore. Of course I changed both sites as soon as I got knowledge, but now it's been 4 weeks and the sites are still not in the index again.

Could it be that the sites do have a penalty? Or will Google value the changes directly after it visited the sites? What would you suggest to do?

I'd suggest a reconsideration request through your Webmaster Tools account - make sure you have everything ship-shape first. In your reconsideration request explain the steps you've taken, concisely but clearly.

Hu, the site is back in the index again - without doing a reconsideration request. Would you recommend to do the request anyway?

... And spend those few weeks educating your friends and reviewing your choice of host! ;)
