When you exchange links with other webmasters, is it best to select an anchor text that they highly rank on so more link juice can be passed on to help you with your ranking?
For example, if they rank high for best widget companies, and you rank high for cheap widget, but it is better to choose the keyword best widget companies since they are ranked higher under that keyword than cheap widgets?

If you get to pick the anchor text that another site uses to link to your site, I would always base the link text on the keyword phrase(s) that you want your page to rank for, not what the other guy's site ranks for. The fact that his site is about widgets makes the inbound link to your page one from a relevant site. The anchor text on his site gives Google a strong hint about what your page is about. Since your page is about cheap widgets (not best widget companies), I would use 'cheap widgets' or some close variation of the that phrase.
