Ranking between 40-60 for our domain name

It has been more than 90 days and we are still under penalty.Our site
is listed between 40-60 even for our domainname.

-Never bought or sold links
-No bad neighborhood
-No spam,hidden links etc.
-W3 validated
-Listed in Yahoo directory and have thousands of natural inbound
links.
-Made some reciprocal link exchanges with similar sites but removed
after penalty.
-There are some sites which copy/hijack(302) our content,we reported
all of them.
-Daily fresh/original content.
-Hundreds of thousands of visitors despite penalty.
-Filled reconsideration form two times

What else can we do? How long do we need to wait?

I see differencies in domain name ranking when searching for:

- www.domain.com
- domain.com
- domain
- "domain"

Results:

- www.domain.com (always #1)
- domain.com (always #1)
- domain (a minus penalty)
- "domain" (some #1 and some minus penalty)

But what I can tell, domain where there is no filtering or penalty are always #1 in all of those cases.
