CityNameBusinessInfo.com or CityNameBusiness.de for SEO?

I'm under the impression that Google really likes domain names that exactly match the keyword, in this case "[City Name] Business."

However, I'm targeting a worldwide audience for this domain, so I'm worried that if I use the .de top domain level, Google will discriminate against it thinking it's Germany specific?

Which one should I go with?

You are correct. If the site will be targetting a global audience, a ccTLD such as .de makes it MUCH more difficult.
