Google is changing PR site by site now.

Over the past few weeks i observed changes with many of our domains and this time not all in one go. Every few days another site with a trend that those sites with the most organic links were downgraded to even a Zero whilst fairly new sites with only a few inbound links climb up to 3 for no obvious reasons.

For my feel, their PR system is becoming more and more useless at every possible level.

Some paid directories with mainly junk links receive a PR 5 and content rich sites with latest news etc. are getting a poor PR 2.

Certainly ToolBar PageRank seems to undergo more fluctuation than would be the case with "rollouts" of new values, but keep in mind that toolbar PR is not really a good indicator of anything much, and is not about performance - it's for fun, not profit ;)
