url length makes difference for ranking?

Hi

Does google make any difference in ranking between 2 url, which has 30 character and another has 100 characters?

the thing is, I want to include a page category into the url. for example a url like this :

example.com/cell-phones-topic-123/

turn into :

example.com/modules-communications/all-about-telephones/cell-phones-topic-123/

which url is better anyway ?
the length makes difference to google?

Too long gets truncated in SERPs.

Too many hyphens can look like spam to some users.

Otherwise no, not really a problem.
