Change geographic target for ccTLD - will it ever be allowed?

Wit a .be site it is not possible to change the geographic target, and according to Google I should buy a global domain. Easier said than done, with a 6 year old site and a few thousand incoming links! Shall I wait a few years until Google changes its policy and allows setting geographic target for any domain, because actual situation is not fair?

There's no way to know whether this situation will change. I would suggest you not sit in frustration and wait. Many ccTLDs, including BE, do show up in searches made from other countries - including the US, UK and AU.
If you're not interested in buying a .com, you can work at building a more international backlink profile - that does help and over time could make a difference.
