PR is a function related to backlinks from other domains. As your site attracts those links, your PageRank increases. Then every three months or so, Google exports fresh PageRank data to the toolbar and you get to see the result of backlink changes that have already happened.

Google continually calculates those PR changes "behind the scene", so you are always getting the PR benefit of new links as soon as Google finds them. It's just that the PR number on the toolbar servers will not change except at those certain update times, about four times a year but on no regular schedule.
