How does Google reintroduce a penalized site back into the SERPs?

On 11th August my site was pulled from the SERPs for keyword searches and after a week of revisions and a two-page Reconsideration Request, it finally began to appear again within the past 24 hours - partially.

Of four main keyword searches, the site is back in the SERPs for two. Only two.

The other two - formerly page one - are not in the top 1000 results.

Is this due to the slow reintroduction of a site to the SERPs, or to other factors?

I think the penalty is removed slowly is some cases.
