Same Page Anchor links: How do they count?

If a page has a lot of text, its common for anchor links to be installed for "Top Of Page" so the user can quickly click a link and get back to the top of the page.

Sometimes a page could have 10, 20 or even more of these. How does Google see all those links? Does Google ignore them, see them as incoming or out going or what?

They ignore the #whatever named anchors as far as being a link is concerned.
