Backlinks for penalized site - to home page or internal page?

hello everybody,
I'm in doubt with my site. in other thread i wrote this site is penalized for over 16 month. now i want set some backlinks and i ask myself what would be better: links for startpage or should i set the links for the subpages? these are strong backlinks i can set, in summary two backlinks i can get from two different strong domains.
what would you prefer?

No easy answer because it depends both on the specifics of the penalty you hope to counteract and the specifics of the links you can get (position on the linking page, what anchor text, etc.)

hi tedster,
i think my penalty is set for aggressive linkbuilding for one or two specific terms. now i have the chance to get two strong backlinks for the same terms from my competitors, the sites who links to me stays in the top5 for the term. and here's the big question for me: should the backlinks go to a subpage or the mainpage or doesn't realy matter, because: penalty is penalty and i should wait :-)

IMO Deep inner links are always better, it shows, not just homepage is important.
