Are outbound links important on every page?

What are your views on the importantce of outgoing links on every page?
Think there should be some quality ones on every page?

Or is it OK to have one Resource Page, with all the outgoing links, and then have a link to the Resource page on all your pages.

The advantage of a single page is that you can easily check all the links once a month to make sure they are still valid and high quality. Is there any SEO reason to do it the other way?

I would not put external links on every page just to say I've done it. I would only place external links where they are valuable for the visitor. In terms of SEO value, there's been a lot of debate here. The anchor text has an on-page value, that much I'm sure of.

I work with sites that do it both ways - it certainly is easier to maintain the devoted "resource" page, but that may not be as useful to your visitors.
