Can a .com penalty be reversed by the .co.uk filter?

Has anyone else seen evidence that algorithmic penalties applied to the .com index can be reversed at least to some extent on .co.uk?

I've been following one site that I expected to get penalised. It has held #1 for a term for almost a year, now it has dropped to #6 on .com but only #2 on .co.uk.

I'm wondering if the .co.uk filter is so strong that it can reverse a penalty.

Pretty unlikely, I'd guess; Google is Google, wherever it is.

Minor variations like that are quite 'normal' - and a UK site, by and large, would expect to do better in the UK, competing with fewer others.

Sounds to me like the site has not been penalized at all (yet!)
