Recovering a de-indexed site... is reconsideration report mandatory?

Hi All

I have a couple of sites which i had for a while, parked. Then I atarted developing them.

I started by placing the basic script I wanted to develop, linked to them from an older site, did some basic setup work and then ignored them for other stuff.

They duely got indexed and cached, and actually got a little traffic and Just as I started really developing them
they was de indexed from google.

Thing is , I've started building them up and I see no sign of google re indexing them , even with a few more incoming links, and a bit more content. I no longer watch for google spiders like I used to now that I've got google analytics for all site

Question: Does anyyone know whether google keeps looking at the site till it reaches a certain criteria, or the reconsideration request is mandatory for any site thats been de indexed regardless of the reason

If it's not a penalty but just a de-indexed site due to "nothing happening here", then new backlinks can wake things up again.
