Geographic targets incorrectly set for regional TLDs - Google glitch?

I noticed our regional TLD site's have had their target markets incorrectly set, and I'm sure we didn't assign these , unless my memory fails me. Is Google setting these automatically against the TLD ?

And how do you revert this to global targeting ? On our other sites the control button is there, but on these regional sites the option has been eliminated.

Is this a glitch ?

Here's what I see about setting regional TLD websites:

You can only use this feature for sites with a neutral top-level domain, such as .com or .org. Sites with country-coded top-level domains (such as .ie) are already associated with a geographic region, in this case Ireland.

Thanks , that's quite clear.

I also noted that Google will not restrict content just to the regional search which was concerning me.
