Might Google not like partner/ affiliate programs?

In the "reconsider my page" tool of the Google webmaster tools it is said that one has to show good will in regards of partner/ affiliate programs if he wants his page to be reconsidered (after doing something bad e.g.).

Does that mean that Google doesn't like me to participate in a partner program where I link to other pages in order to gain money

or

doesn't Google like pages that offer a partner program!? The idea being that if I offer webmasters to link to my page and give them money if customers coming from their pages generate a sale onmy page, then Google might not like that. Does that make sense? Maybe Google sees these pages as competitors and wants webmasters to rather use Adsense instead of some other affiliate program.

Might that even be a reason for a penalty?

Google is wary of affiliate programs, but there's no blanket policy of disallowing pages with affilate links. Many pages with affiliate links rank quite well - there is no automatic penalty.

There is a history in many affiliate programs of either trying to game Google's search results or publishing "thin" pages that are the same as every other affiliate in the program. But a site that offers unique value to the visitor and follows the guidelines can definitely do well in Google.

All of my site and all of my pages are hand written by me. There is something very wrong with the fact that I have to be scared of using my site to make some money with a link to Amazon.
