For a new keyword we are targeting, our site comes top 5, but when I click search again, it is not in the first 999 results. Is that a good sign or a bad sign? If it is a good sign, when will things settle down so the rankings are consistent? If a bad sign, is there anything we can do?

no, not in the top 5 in either. Not in the first 999 results for the target keyword today.

"How does this help the user at the time the search is performed?"

The only thing I can think of is that if AI has to learn as it goes perhaps this is a training situation. Since most people click on something in the top 10 the learning would be much faster using the top 10 or so.
