How to make Site Links Show

Not sure if I'm missing something but according to Google Webmaster tools, my two main sites have had site links for a few weeks now.

But even on searches where my site is num 1, the site links do not show in. Is this normal or do I have control over this?

Webmaster Tools shows you the sitelinks that the algo has chosen for your site - but it makes no promise that they will show up or are showing up for any given search. That's a seperate decision and it's also made by an algorithm. In other words, there's nothing you can do directly, just keep improving the site to the point where your are beloved by the masses ;)

Seams strange to me that they decide your site is worthy of sitelinks but not worthy enough to show them!

Think of it as making preparations ahead of time. If you keep improving, they're ready for you.
