Filter between the Google IP address and google.com?

For the last two weeks a targeted keyword phrase has brought my site up in position 4 - 7 when hitting google via one the IP address or the datacenters. When hitting via www.google.com, I rank in position 70 - 80. What is even more odd, during these last two weeks, when searching on google from my iPhone, I come up in the same 4 - 7 position I show when hitting google via the IP or datacenters.

I have heard of different results from different datacenters and from www.google.com, but this seems more than normal. Does a filter get applied when hitting www.google.com vs the IP address or datacenters?

Something else I just realized. I looked at the other sites on both google.com and using the IP address / datacenters. There is one other site that is not listed on google.com in the top 10 but is via the IP address and datacenters. That site is in the UK. I tried this for another keyword phase as well, with similar results. Is it possible google thinks I am not a US site?

Yesterday I started to suspect that not setting the geographic location in the webmaster console maybe effecting my rankings. I went ahead and set it to the US, though not sure how quick the change takes effect.
