I just learned that one image per page performs better than multiple ones. Any thoughts on that?

How did you learn this and from where?

trial and error!

I noticed the website I have one image per page with Unique Titles and Headers receives more traffic through Google image.

My other site has several images (over 5) per page and barely receives traffic.

They are completely different sites and I cant and shouldn't really compare them however, I think it makes sense because having one image per page simplifies Google's task of identifying which pictures which.

For example:

How would Google chose the right image of Green Widget for a page optimized for Green Widget but with several pictures?

This is just my personal thought and experience.

Example.com/Widget/index.html consisting of several images, lets say Images 1 through 4
versus
breaking it down to several pages under the same folder:
Example.com/Widget/image_1.html
Example.com/Widget/image_2.html
Example.com/Widget/image_3.html
Example.com/Widget/image_4.html
and maybe linking to each of them through the index.html page.

Also, I did a search on a few popular cities and also observed that the first few images that show up on the SERP consist of 1 or maybe 2 pictures with some content.

I don't agree, have several images pages of my site. One rocks, others do alright. Image optimisation principles apply, that's all that makes one rank better than an other.
