1) When I see Subscribed Links directory, there are only English sites. Even so, can I create a Subscribed Links with Japanese sites and Japanese queries?
2) If I can create a Subscribed Link with a Japanese site, does this Link appear only on Google.co.jp?
3) Can I put a parameter on a URL of the Subscribed Link to track sessions?

It looks to me like my google.com account does not work if I start out on google.co.jp - but as I understand the Subscribed Links program, if someone is signed into their personal account that they set up on any Google domain, then they could subscribe to a Subscribed Link offering under that account.
These are good questions, but unfortunately they are outside of my experience. Normally I would suggest that you try the Google Help Group for Subscribed Links [groups.google.com], but then I noticed that you already have asked your questions there, and even after several weeks there have been no responses.
I hope someone with more information will help you here.
