Does anyone know how to label the websites and how this can be used for SEO?
The process of creating the links, and what Google does with them, has also gone through an evolution over time. Here's the Google page which provides navigation to various pages on Google's site which will give you a current intro.

The subscribed links feature as Google describes it in the link you provide requires users to be logged into personalized Google accounts and to subscribe to the custom results you provide. Apparently, when these results reach a certain critical mass, Google moves them to their regular serps page.
